Context
In 1986 President Ronald Reagan signed into law a major reform of US immigration policy that enabled unauthorized immigrants to apply for and gain legal status. Indiana’s image of the female figure from the Statue of Liberty, the “Mother of Exiles,” in tears, is a sign of Indiana’s support for the contentious legislation.
